But prohibition has only forced the community underground, Cunningham said, and the fear of legal consequences, particularly among new jumpers, had seen people take unnecessary risks to avoid authorities. "They get all in a panic that their futures are ruined, they might get charged with something if someone has died, so they call rescue but they don't hang around to help," he said. "I've seen people with a broken ankle go through hell to get out just to avoid detection. John said jumpers were also reluctant to call authorities when accidents occurred because they were frequently threatened with hefty rescue bills, a tactic he maintained wasn't levelled against other users of national parks. "If you fell off that cliff because you were bushwalking or abseiling they don't try to charge you or force you to wear the costs. Both men maintained that while the sport was risky, the media spotlight on fatalities fuelled the perception it was more deadly than it is. .
